Правительство Украины назначило главу Нацполиции Игоря Клименко временно исполняющим обязанности министра внутренних дел, сообщил премьер-министр Денис Шмыгаль.
Он добавил, что после обсуждения с парламентом будет определена кандидатура нового руководителя ведомства.
Предыдущий глава МВД Украины Денис Монастырский погиб при крушении вертолета в Броварах. Вместе с ним на борту вертолета были его заместитель Евгений Енин и госсекретарь МВД Юрий Лубкович.
Чиновники летели на вертолете Eurocopter AS332 Super Puma, который был передан Украине Францией. Он упал на детский сад. По уточненным данным Госслужбы Украины по чрезвычайным ситуациям, число жертв катастрофы составляет 14 человек, включая экипаж вертолета и одного ребенка. 25 человек пострадали, среди них 11 детей. СБУ в числе вероятных причин аварии называла нарушение правил полета, техническую неисправность и «умышленные действия». По словам очевидцев, перед падением вертолет совершил несколько кругов над городом на небольшой высоте.
Игорь Клименко — глава Национальной полиции Украины с сентября 2019 года. Одновременно с назначением его на пост временно исполняющего обязанности министра премьер-министр Денис Шмыгаль сделал его заместителем главы МВД.
Погибший министр Денис Монастырский ранее был депутатом от президентской партии «Слуга народа», он занял пост главы МВД летом 2021 года, сменив Арсена Авакова.
Причиной аварии над Киевской областью в январе 2023 года, в которой погибло руководство МВД Украины, включая главу ведомства Дениса Монастырского, стали ошибки пилота при плохой погоде. Об этом заявила пресс-служба офиса генпрокуратуры Украины.
«При подготовке к полету командиру экипажа не сообщили о метеорологических данных по всему маршруту запланированного движения, в частности, о крайне неблагоприятных погодных условиях над городом Бровары. У экипажа не было соответствующих допусков к полетам в сложных метеоусловиях и необходимых сертификатов», — сказали в ведомстве.
По словам пресс-службы, из-за погоды летчику пришлось совершить полет очень низко. Он заметил препятствие и, совершая подъем вверх для маневра, потерял управление изз-за отсутствия необходимых навыков.
Кроме того, в ведомстве отметили, что обвинения в нарушении правил безопасности полетов и служебной халатности предъявлены пятерым должностным лицам, которые не отменили и не перенесли полет до момента наступления хорошей погоды.

Глава МВД Украины Денис Монастырский, а также его первый заместитель Евгений Енин погибли при крушении вертолета Государственной службы чрезвычайных ситуаций (ГСЧС) в Киевской области. Об этом пишет издание «Страна.ua» со ссылкой на пресс-службу министерства внутренних дел.
Крушение транспорта произошло во время полета над городом Бровары, вертолет упал на здание детского сада. Сообщалось, что вместе с силовиками погибли еще 16 человек, включая троих детей. Пострадали как минимум 30 человек, в том числе 12 несовершеннолетних.
Позже в МЧС уточнили число жертв.

В частности, среди погибших оказался только один ребенок. Пострадали 25 человек, из них 11 детей, добавили в министерстве.
По словам очевидцев, перед крушением вертолет сделал несколько кругов над зданием супермаркета, изменил курс по направлению к центру города, начал резко снижаться и зацепил крышу.
Следствие не исключает диверсию на вертолете
Следователи рассматривают несколько версий крушения вертолета: нарушение правил полета и техническая неисправность. Также причиной крушения могли стать умышленные действия с целью уничтожения воздушного судна, сообщили в СБУ.
Как пояснил советник погибшего министра Антон Геращенко, ведомство пока не располагает информацией о причинах катастрофы. Рассматриваются версии как об ошибке пилотирования из-за непогоды, так и о намеренном уничтожении вертолета.

Чиновник отметил, что в районе крушения был густой туман и низкая видимость.
Министр с заместителем летели в одну из горячих точек
Комментируя детали крушения, заместитель главы офиса президента Украины Кирилл Тимошенко пояснил, что находившееся на борту руководство МВД направлялось в одну из горячих точек. С ними на борту были еще семь человек, все они погибли.
«Конечно, цель — по делам, в одну из точек горячих, можно сказать, которые есть в нашей стране, где проходят боевые действия, туда отправлялся министр внутренних дел», — подчеркнул чиновник.
Конкретный пункт назначения Монастырского и Есина представитель президента называть не стал.
Монастырский занимал пост главы МВД с 2021 года
Погибший глава МВД Украины был назначен на должность в июле 2021 года и сменил на этом посту Арсена Авакова.
До этого Монастырский работал юристом в крупных западных компаниях, а в 2019 году избрался депутатом Верховной Рады от пропрезидентской партии «Слуга народа».
Исполнять обязанности министра будет глава Нацполиции
Кабинет министров Украины назначил начальника Национальной полиции Игоря Клименко исполняющим обязанности главы Министерства внутренних дел страны.
Как отметил премьер-министр страны Денис Шмыгаль, представление о назначении нового министра будет внесено в парламент после обсуждения.
Руководство МВД Украины погибло при крушении вертолета под Киевом
Глава МВД Украины и его первый заместитель погибли при крушении вертолета под Киевом, сообщила украинская полиция. По уточненным данным полиции, в результате падения вертолета около жилого дома и детского сада погибли 16 человек, в том числе двое детей, больше 20 пострадавших находятся в больнице
Руководство МВД Украины — министр Денис Монастырский, его первый заместитель Евгений Енин и государственный секретарь ведомства Юрий Лубкович — погибли в результате крушения вертолета в городе Бровары под Киевом, сообщил глава Национальной полиции Украины Игорь Клименко.
Вертолет упал возле детского сада и жилого дома в Броварах утром 18 января. На борту вертолета находилось девять человек, сообщил Клименко. По последним данным, в результате авиакатастрофы погибли 16 человек, в том числе двое детей. 22 потерпевших находятся в больнице, из которых 10 детей, написал он.
В свою очередь глава Киевской областной военной администрации Алексей Кулеба уточнил в Telegram-канале, что погибли, по предварительной информации, 17 человек, в том числе двое детей. По его словам, спасательная операция на месте происшествия продолжается.

The Ministry of Internal Affairs of Ukraine (Ukrainian: Міністерство внутрішніх справ України, romanized: Ministerstvo vnutrishnikh sprav Ukrainy, MVS) is the ministry of the Ukrainian government that oversees the interior affairs of Ukraine. The ministry carries out state policy for the protection of rights and liberties of citizens, investigates unlawful acts against the interest of society and state, fights crime, provides civil order, ensures civil security and traffic safety, and guarantees the security and protection of important individuals. It is a centralised agency headed by the Minister of Internal Affairs. The ministry works closely with the office of the General Prosecutor of Ukraine. It oversees the National Police of Ukraine[6] (police service), National Guard of Ukraine (gendarmerie), the State Emergency Service of Ukraine (civil defense),[7] State Border Guard Service of Ukraine (and its subordinate the Ukrainian Sea Guard) and the State Migration Service (customs service).
Formerly, the ministry directly controlled the Ukrainian national law enforcement agency, termed the militsiya (Ukrainian: міліція, Russian: милиция). This changed in July 2015, in the aftermath of Euromaidan, with the introduction of reforms by Ukrainian president Petro Poroshenko to reduce corruption, whereby the militsiya was replaced with the National Police. Ukraine’s militsiya was widely regarded as corrupt,[8] and it had received accusations of torture and ill-treatment.[9][10][11][12] The State Emergency Service was transferred under the jurisdiction of the ministry since 2014.[7]

The minister of internal affairs is in charge of the ministry. Prior to the 2015 police reforms, the minister was recognized as head of the militsiya. Many former ministers previously had experience with serving in the police, and were, prior to taking up the ministerial post, generals of the militsiya. Typically, the minister was afforded the rank of Colonel-General of the militsiya upon taking up his post in the Ukrainian government. Yuriy Lutsenko and Vasyl Tsushko are the only former holders of this office who had never served in any law enforcement agency.

The minister of Internal Affairs is responsible directly to the Prime Minister of Ukraine, to the Ukrainian Parliament (Verkhovna Rada) and ultimately the President of Ukraine. His office is located in Kyiv’s Pechersk District.
